বাংলাদেশের শিক্ষাক্রমে সাইবার নিরাপত্তা শিক্ষা যুক্ত করা সময়ের দাবি

প্রযুক্তির ওপর মানুষের নির্ভরশীলতা ক্রমেই বাড়ছে; এর ফলে, একই সঙ্গে তৈরি হচ্ছে নিরাপত্তা ঝুঁকি, যা রাষ্ট্র, প্রতিষ্ঠান ও ব্যক্তিগত নিরাপত্তা, সবকিছুকেই হুমকির মুখে ফেলছে। ‘সাইবারসিকিউরিটি ভেঞ্চারস’-এর গবেষণা অনুযায়ী, ২০২৫ সালের মধ্যে সাইবার অপরাধের বিশ্বব্যাপী আর্থিক ক্ষতি বছরে ১০ দশমিক ৫ ট্রিলিয়ন মার্কিন ডলারে পৌঁছাবে। এই বিপুল পরিমাণ ক্ষতির পূর্বাভাস প্রমাণ করে জাতীয় পর্যায়ে বাংলাদেশসহ দ্রুত উন্নয়নশীল দেশগুলোর জন্য সাইবার নিরাপত্তা বিষয়ে সচেতনতা ও শিক্ষা এখন সময়ের দাবি। সাইবার নিরাপত্তা জাতীয় উন্নয়ন পরিকল্পনার অবিচ্ছেদ্য অংশ হওয়া উচিত। কৃত্রিম বুদ্ধিমত্তা (এআই) পণ্য, বাজার ও শিল্প খাতের বিকাশকে ত্বরান্বিত করছে। এমন প্রেক্ষাপটে সাইবার নিরাপত্তা বিষয়ে বিশেষজ্ঞদের চাহিদা আগের যেকোনো সময়ের চেয়ে অনেক বেশি। আধুনিক এআই-নির্ভর সিস্টেম বিপুল পরিমাণ তথ্য তৈরি করে, যার অনেকটাই সংবেদনশীল এবং সহজেই অপব্যবহারের ঝুঁকিতে থাকে। এসব সিস্টেম সুরক্ষিত রাখতে হলে বড় ধরনের ডেটার দুর্বলতা বুঝে তা মোকাবিলা করার জন্য পেশাগত জ্ঞান ও দক্ষতা থাকা অপরিহার্য। তাই সাইবার নিরাপত্তা বিশেষজ্ঞদের চাহিদা এখন পুরো বিশ্বজুড়ে দ্রুত বৃদ্ধি পাচ্ছে। স্বাস্থ্যসেবা থেকে শুরু করে আর্থিক খাত, সব জায়গাতেই এইআইয়ের ব্যবহার বাড়ছে; সঙ্গে বাড়ছে সাইবার ঝুঁকির পরিধি ও ধরন। সিস্টেমগুলো এখন আগের চেয়ে বেশি ঝুঁকিতে রয়েছে। প্রতিপক্ষের আক্রমণ, তথ্য ফাঁস কিংবা পূর্বাভাসভিত্তিক মডেলের অপব্যবহারের আশঙ্কা বাড়ছে। এসব নতুন ধরনের ঝুঁকি মোকাবিলায় বিশেষ দক্ষতাসম্পন্ন মানবসম্পদ দরকার, যাদের কাজ হবে এই জটিল প্রযুক্তির দুর্বলতা শনাক্ত ও প্রতিরোধ করা। এ প্রয়োজনকে অনুধাবন করে বিশ্বের অনেক বিশ্ববিদ্যালয় ও প্রশিক্ষণ প্রতিষ্ঠান ইতিমধ্যেই তাদের পাঠ্যক্রমে সাইবার নিরাপত্তা বিষয়টি অন্তর্ভুক্ত করেছে। যুক্তরাষ্ট্র এই ক্ষেত্রে সবচেয়ে এগিয়ে রয়েছে। তাদের ‘ন্যাশনাল ইনিশিয়েটিভ ফর সাইবারসিকিউরিটি এডুকেশন (এনআইসিই)’ শীর্ষক উদ্যোগ শিক্ষাপ্রতিষ্ঠান ও শিল্প খাতের সঙ্গে যুক্ত হয়ে দক্ষ মানবসম্পদ তৈরি করছে, যারা এআই-নির্ভর ডিজিটাল অর্থনীতির জটিল চ্যালেঞ্জ মোকাবিলা করতে সক্ষম। অন্যদিকে বাংলাদেশের অবস্থা এ ক্ষেত্রে অনেকটাই বিপরীত। এ চ্যালেঞ্জ মোকাবিলায় একদিকে যেমন শিক্ষাক্ষেত্রে যথেষ্ট প্রস্তুতি নেই, অন্যদিকে ব্যবহারিক প্রস্তুতিরও ঘাটতি রয়েছে। সাম্প্রতিক সাইবার হামলাগুলো এ দুর্বলতাকে আরও স্পষ্ট করেছে। উদাহরণ হিসেবে বলা যায়, ‘স্মার্ট এনআইডি’ ডেটাবেজ হ্যাকের ঘটনায় প্রায় পাঁচ কোটির বেশি নাগরিকের তথ্য ফাঁস হয়েছে। আবার ২০২৫ সালের শুরুতে এক শীর্ষ আর্থিক প্রতিষ্ঠানের তথ্য ফাঁসের ঘটনাও সীমিত প্রযুক্তিগত সক্ষমতাকে সামনে এনেছে। এ ঘটনাগুলো চোখে আঙুল দিয়ে দেখিয়ে দিয়েছে দেশে প্রশিক্ষিত সাইবার নিরাপত্তা বিশেষজ্ঞের ঘাটতি কতটা গভীর এবং কেন এ বিষয়ে আনুষ্ঠানিক শিক্ষার ওপর জোর দেওয়া জরুরি। ২০২৪ সালের ‘সাইবারসিকিউরিটি ওয়ার্ক ফোর্স স্টাডি’-এর প্রতিবেদন অনুযায়ী, বিশ্বজুড়ে প্রায় ৪৮ লাখ সাইবার নিরাপত্তা বিশেষজ্ঞের ঘাটতি রয়েছে। এ ঘাটতির ফলে বিশ্বের নানা দেশে গুরুত্বপূর্ণ অবকাঠামো সুরক্ষিত রাখা ও সংবেদনশীল তথ্যের নিরাপত্তা নিশ্চিত করা কঠিন হয়ে পড়ছে। বিশেষ করে, যেসব অঞ্চলে সম্পদ ও প্রযুক্তিগত সক্ষমতা সীমিত, সেখানে এ সংকট আরও প্রকট। সাইবার নিরাপত্তা শিক্ষা ও প্রশিক্ষণকে সবার নাগালের মধ্যে আনার বিষয়ে দেশের নীতিনির্ধারকদের গুরুত্ব দিয়ে বিবেচনা করতে হবে। শুধু শহর নয়, গ্রামের তরুণদের জন্যও যেন এসব শিক্ষা ও প্রশিক্ষণ কর্মসূচি সহজলভ্য হয়, সেদিকেও নজর দিতে হবে। বাংলাদেশের মতো উন্নয়নশীল দেশে দক্ষ জনবল তৈরির সুযোগ এখনো সীমিত। ফলে সাইবার নিরাপত্তা বিশেষজ্ঞের ঘাটতি এখানে আরও গভীর। কেবল হাতে গোনা কিছু শিক্ষাপ্রতিষ্ঠান এ বিষয়ে বিশেষায়িত কোর্স চালু করেছে, যেখানে আগ্রহী ও দূরদৃষ্টিসম্পন্ন তরুণেরা ভবিষ্যতের চাহিদা অনুযায়ী নিজেদের প্রস্তুত করার সুযোগ পাচ্ছে। এস্তোনিয়া ও ফিনল্যান্ডের মতো দেশে সাইবার নিরাপত্তা শিক্ষার ইতিবাচক প্রভাব কতটা সুদূরপ্রসারী হতে পারে, তার উল্লেখযোগ্য উদাহরণ। ‘ই-স্তোনিয়া’ নামে পরিচিত এস্তোনিয়া তার নাগরিকদের অল্প বয়স থেকেই ডিজিটাল সাক্ষরতা ও সাইবার নিরাপত্তা বিষয়ে শিক্ষা প্রদান করে আসছে। সাইবার নিরাপত্তাবিষয়ক শিক্ষা ও গবেষণায় পথিকৃৎ ফিনল্যান্ডও একইভাবে জাতীয় নিরাপত্তা ও শিক্ষাব্যবস্থার সঙ্গে সাইবার নিরাপত্তার বিষয়টি যুক্ত করেছে এবং সরকারি-বেসরকারি অংশীদারত্বের মাধ্যমে একটি শক্তিশালী সাইবার নিরাপত্তা ইকোসিস্টেম গড়ে তুলেছে। সিঙ্গাপুর, দক্ষিণ কোরিয়া ও সৌদি আরবও উল্লেখযোগ্যভাবে এই খাতে বিনিয়োগ করার মাধ্যমে দৃষ্টান্ত স্থাপন করেছে। এই খাতে সাফল্য অর্জনে বাংলাদেশেরও প্রয়োজন বহুমুখী ও পরিকল্পিত উদ্যোগ গ্রহণ করা। প্রাথমিক পর্যায় থেকে বিশ্ববিদ্যালয় পর্যন্ত শিক্ষাক্রমে সাইবার নিরাপত্তা শিক্ষা অন্তর্ভুক্ত করা হতে পারে সে লক্ষ্য অর্জনে প্রথম পদক্ষেপ। ডেটা সুরক্ষা, এথিক্যাল হ্যাকিং ও সাইবার হাইজিনের মতো বিষয়গুলো সম্পর্কে একদম তরুণ বয়সে ধারণা তৈরি হলে, তা শিক্ষার্থীদের মধ্যে এ খাত নিয়ে আগ্রহ তৈরি করবে। ভবিষ্যতে তারা এ খাতে নিজেদের ক্যারিয়ার গড়ে তোলার উৎসাহ পাবে। সাইবার নিরাপত্তা শিক্ষা ও প্রশিক্ষণকে সবার নাগালের মধ্যে আনার বিষয়ে দেশের নীতিনির্ধারকদের গুরুত্ব দিয়ে বিবেচনা করতে হবে। শুধু শহর নয়, গ্রামের তরুণদের জন্যও যেন এসব শিক্ষা ও প্রশিক্ষণ কর্মসূচি সহজলভ্য হয়, সেদিকেও নজর দিতে হবে। সাইবার সুরক্ষা খাতে ব্যবহারিক প্রশিক্ষণ অত্যন্ত গুরুত্বপূর্ণ। ‘সাইবার রেঞ্জ’-এর মতো সিমুলেটেড পরিবেশে শিক্ষার্থীরা অনুশীলনের সুযোগ পেলে, তারা বাস্তব পরিস্থিতিতে সাইবার ঝুঁকি মোকাবিলার কৌশল কার্যকরভাবে রপ্ত করতে পারবে। পাশাপাশি বিশ্ববিদ্যালয় পর্যায়ে সাইবার নিরাপত্তা ও এআই গবেষণাকেন্দ্র স্থাপন করলে শিক্ষার্থীরা আন্তর্জাতিক মানের প্রকল্পে যুক্ত হতে পারবে এবং সমস্যা সমাধানের দক্ষতাও অর্জন করবে। এ ছাড়া একটি শক্তিশালী সাইবার নিরাপত্তা কাঠামো এবং দক্ষ ও প্রশিক্ষিত বিশেষজ্ঞদের একটি বড় দল গড়ে তোলা বাংলাদেশের জন্য অত্যন্ত জরুরি। কারণ, এটি শুধু বিদেশি বিনিয়োগকারীদের আস্থা অর্জনের জন্য নয়, বরং দীর্ঘমেয়াদি অর্থনৈতিক প্রবৃদ্ধি নিশ্চিত করারও অন্যতম শর্ত। আইটিইউ গ্লোবাল সাইবারসিকিউরিটি ইনডেক্স ২০২৪-এ বাংলাদেশকে ‘রোল মডেল’ হিসেবে স্বীকৃতি আমাদের সম্ভাবনা ও সক্ষমতা তুলে ধরার এক বড় সুযোগ এনে দিয়েছে। এ ক্ষেত্রে সুযোগের সঙ্গে প্রতিবন্ধকতাও আছে, কিন্তু এ প্রতিবন্ধকতাগুলো অতিক্রম করা অসম্ভব নয়। দৃঢ় পরিকল্পনা ও দক্ষ মানবসম্পদ গড়ে তুলতে পারলে বাংলাদেশ এই খাতে অনন্য অবস্থান তৈরি করতে পারে। বিশ্বব্যাপী এআই-নির্ভর সমাধানের যুগে বাংলাদেশকেও নিজস্ব প্রতিভা বিকাশের কৌশল গ্রহণ করতে হবে। শিক্ষা, গবেষণা ও পারস্পরিক সহযোগিতার সমন্বয়ে একটি বাস্তবধর্মী কর্মপরিকল্পনা গড়ে তুলতে পারলে বাংলাদেশ সহজেই দক্ষিণ এশিয়ায় সাইবার নিরাপত্তা শিক্ষা ও সেবায় নেতৃত্বের অবস্থান নিতে পারবে। তবে এর জন্য প্রয়োজন দীর্ঘমেয়াদি কর্মপরিকল্পনা, যেখানে শিক্ষা ও উদ্ভাবন একে অপরের পরিপূরক হয়ে কাজ করবে; দেশেই বিশ্বমানের ডিগ্রি: উচ্চশিক্ষায় নতুন দিগন্ত উন্মোচন করছে ইউসিবিডি

দেশের উচ্চশিক্ষাব্যবস্থা দীর্ঘদিন ধরে মোটাদাগে দুটি সমান্তরাল ধারায় চলে আসছে। একদিকে আছে দেশের বিশ্ববিদ্যালয়, যেখানে আসনসংখ্যা চাহিদার তুলনায় সীমিত এবং শিক্ষা ও গবেষণার আধুনিক সুযোগ-সুবিধাও অপ্রতুল। অন্যদিকে আছে বিদেশে পড়ার বিকল্প, যেখানে রয়েছে বিশ্বমানের শিক্ষাব্যবস্থা, অত্যাধুনিক গবেষণাগার ও প্রযুক্তি, আন্তর্জাতিক নেটওয়ার্কিংয়ের সুযোগ এবং সময়মতো ডিগ্রি সম্পন্ন করার নিশ্চয়তা। কিন্তু বাংলাদেশের হাজারো মেধাবী শিক্ষার্থীর জন্য বিদেশে উচ্চশিক্ষার স্বপ্ন প্রায়ই আটকে থাকে উচ্চ খরচ, ভিসা জটিলতা ও দেশের বাইরে যাওয়ার নানা প্রতিবন্ধকতায়। অনেকের জন্য নতুন দেশ, ভিন্ন সংস্কৃতি ও অচেনা পরিবেশে মানিয়ে নেওয়াও বড় চ্যালেঞ্জ হয়ে দাঁড়ায়। তবে আশার কথা হচ্ছে, দীর্ঘদিন ধরে চলে আসা এই সমস্যার কার্যকর সমাধানও রয়েছে, যার মাধ্যমে দেশে বসেই আন্তর্জাতিক মানসম্পন্ন ডিগ্রি অর্জন করা সম্ভব। ২০২১ সালে শিক্ষা মন্ত্রণালয়ের অনুমোদন নিয়ে দেশের প্রথম আন্তর্জাতিক শিক্ষাপ্রতিষ্ঠান হিসেবে যাত্রা শুরু করে ইউনিভার্সাল কলেজ বাংলাদেশ (ইউসিবিডি)। প্রতিষ্ঠার প্রথম দিন থেকেই প্রতিষ্ঠানটির লক্ষ্য ছিল বৈশ্বিক শিক্ষাকে স্থানীয় প্রেক্ষাপটে নিয়ে আসা। দেশের মাটিতে বসেই শিক্ষার্থীরা যেন অস্ট্রেলিয়া, যুক্তরাজ্য বা অন্যান্য উন্নত দেশের বিশ্বমানের শিক্ষা পায়—এ স্বপ্ন বাস্তবায়নে ইউসিবিডি তৈরি করেছে একটি সম্পূর্ণ লার্নিং ইকোসিস্টেম। এখানে শিক্ষার্থীরা আন্তর্জাতিক কারিকুলাম অনুসরণ করে বিশ্বমানের শিক্ষকদের কাছ থেকে শেখে এবং খ্যাতনামা বিদেশি বিশ্ববিদ্যালয় স্বীকৃত ডিগ্রি অর্জন করে। মাত্র কয়েক বছরের যাত্রায় ইউসিবিডি উচ্চশিক্ষা খাতে গুরুত্বপূর্ণ স্থান করে নিয়েছে। বর্তমানে ২৫০ জনের বেশি শিক্ষার্থী বিভিন্ন প্রোগ্রামে অধ্যয়নরত আর প্রায় ৭৫০ জন কোর্স সম্পন্ন করে বিদেশে উচ্চশিক্ষা নিচ্ছেন বা পেশাগত জীবনে প্রবেশ করেছেন। শক্তিশালী আন্তর্জাতিক অংশীদারত্ব ইউসিবিডির বিশেষ বৈশিষ্ট্যগুলোর অন্যতম এর আন্তর্জাতিক অংশীদারত্ব। মোনাশ ইউনভার্সিটি, ইউনিভার্সিটি অব লন্ডন এবং ইউনিভার্সিটি অব ল্যাঙ্কাশায়ারের মতো আন্তর্জাতিক র‍্যাংকিংয়ের শীর্ষস্থানীয় ও ঐতিহ্যবাহী শিক্ষাপ্রতিষ্ঠানের সঙ্গে সরাসরি চুক্তি শিক্ষার্থীদের সামনে খুলে দিয়েছে অসংখ্য সম্ভাবনার দরজা। ইউসিবিডির মোনাশ ইউনিভার্সিটি ফাউন্ডেশন ইয়ার প্রোগ্রাম শিক্ষার্থীরা ‘ও’ লেভেল, ‘এ’ লেভেল কিংবা এইচএসসির পরই নিশ্চিতভাবে সরাসরি মোনাশ ইউনিভার্সিটিতে ভর্তির জন্য সুযোগ করে দেয়। এ ছাড়া বিশ্বের শীর্ষ বিশ্ববিদ্যালয় মোনাশ ইউনিভার্সিটিতে সরাসরি দ্বিতীয় বর্ষে ভর্তির পথ তৈরি হয়েছে ইউসিবিডির মাধ্যমে। ইউসিবিডির মোনাশ কলেজ ডিপ্লোমা (যা মোনাশ ইউনিভার্সিটির প্রথম বর্ষের সমমান) প্রোগ্রামে ভর্তি হলে প্রথম বছর বা দেড় বছর ঢাকায় পড়ার পর শিক্ষার্থী সরাসরি মোনাশ অস্ট্রেলিয়া কিংবা মালয়েশিয়াতে স্থানান্তর হতে পারেন। ফলে সময় বাঁচে, আর খরচ কমে যায় অর্ধেকের বেশি। ব্রিটেনের প্রাচীন ও সম্মানজনক ইউনিভার্সিটি অব লন্ডনের সঙ্গে অংশীদারত্ব আরেক মাইলফলক। দেশে বসেই শিক্ষার্থীরা লন্ডনের একই সিলেবাস ও একই মান বজায় রেখে এই বিশ্ববিদ্যালয়ের ডিগ্রি অর্জন করতে পারবেন, যা বিশ্বজুড়েই স্বীকৃত। ইউসিবিডির মাধ্যমে ইউনিভার্সিটি অব ল্যাঙ্কাশায়ারের বিজনেস অ্যান্ড মার্কেটিং, সফটওয়্যার ইঞ্জিনিয়ারিং এবং সাইবার সিকিউরিটিতে স্নাতক ডিগ্রি লাভ করা সম্ভব দেশে বসেই। পাশাপাশি বর্তমান প্রেক্ষাপট ও শিক্ষার্থীদের চাহিদার কথা মাথায় রেখে ইউসিবিডি ইউনিভার্সিটি অব ল্যাঙ্কাশায়ারের আরও তিনটি নতুন প্রোগ্রাম চালু করতে যাচ্ছে। ইউনিভার্সিটি অব ল্যাঙ্কাশায়ারের এআই অ্যান্ড ডেটা সায়েন্স, ফ্যাশন প্রোমোশন অ্যান্ড মার্কেটিংয়ে স্নাতক ডিগ্রি ও এমবিএ ডিগ্রিও আগামী বছরের জানুয়ারি মাস থেকে চালু হবে। সাফল্যের গল্প চট্টগ্রামের মাশরুর মাহমুদ খান ও বারিরাহ আল মানহা বেগের গল্প ইউসিবিডির সাফল্যের উজ্জ্বল দৃষ্টান্ত। ‘ও’ লেভেলের পর মাশরুর যখন শুনলেন ইউসিবিডির মাধ্যমে ঢাকায় মোনাশের ফাউন্ডেশন প্রোগ্রাম সম্পন্ন করা যাচ্ছে, তিনি প্রথমে বিশ্বাস করতে পারেননি। সিনিয়রদের মুখে শুনে ও নিজে কিছুটা ঘাঁটাঘাঁটি করার পরে তিনি নিশ্চিত হলেন যে এটি সরকার অনুমোদিত বিশ্বস্ত একটি প্রতিষ্ঠান। কম খরচে আন্তর্জাতিক মানের শিক্ষার এ সুযোগ তাকে আকৃষ্ট করে। ফাউন্ডেশন প্রোগ্রাম শেষ করার পর মাশরুর ইউনিভার্সিটি অব সেন্ট্রাল ল্যাঙ্কাশায়ারের বিজনেস অ্যান্ড মার্কেটিং ডিগ্রিতে ভর্তি হন। অন্যদিকে চিটাগাং গ্রামার স্কুলের শিক্ষার্থী বারিরাহ সব সময় অস্ট্রেলিয়ায় পড়ার স্বপ্ন দেখতেন, কিন্তু পরিবার চাইত তিনি কিছুদিন দেশে থাকুক। ইউসিবিডিতে মোনাশের ফাউন্ডেশন প্রোগ্রামের মাধ্যমে ডিগ্রির প্রথম বর্ষ শেষ করে নেতৃত্ব দেওয়ার দক্ষতা অর্জন করেন। আন্তর্জাতিক বিশ্ববিদ্যালয়ের ডিগ্রিধারী ও বিদেশে অধ্যাপনার অভিজ্ঞতাসম্পন্ন শিক্ষকেরা পাঠদানের পাশাপাশি শিক্ষার্থীদের মেন্টর হিসেবেও কাজ করেন। ভবিষ্যৎ ক্যারিয়ার পরিকল্পনা থেকে শুরু করে ব্যক্তিগত সমস্যা—সব বিষয়েই তাঁরা শিক্ষার্থীদের দিকনির্দেশনামূলক পরামর্শ দেন। স্মার্ট ক্লাসরুম, ডিজিটাল লাইব্রেরি, আধুনিক কম্পিউটার ল্যাব, ক্যাফেটেরিয়া ও রিক্রিয়েশনাল The pressing need for cyber security education in Bangladesh

Humankind’s increasing dependence on tech-based services has laid bare vulnerabilities that threaten nations, institutions, and individuals. According to research by Cybersecurity Ventures, the financial toll of cybercrime over the world is projected to reach USD 10.5 trillion annually by 2025. This staggering figure highlights the urgency for all countries, especially fast developing ones like Bangladesh, to prioritise cyber security awareness and education as a fundamental part of the national development roadmap. With artificial intelligence (AI) now driving the evolution of products, markets and industries, the need for cyber security expertise remains higher than ever before. Modern AI-driven systems generate vast amounts of data, much of which is sensitive and susceptible to misuse. Securing these systems requires a professional-level understanding and skillset to face the potential vulnerabilities of big data. This means there is a huge global demand for people with cyber security expertise. As AI becomes embedded in everything from healthcare to financial services, the nature and extent of threats are consistently growing. Systems are becoming increasingly vulnerable to adversarial attacks, data breaches, and exploitation of predictive models. This has created a huge market demand for the specialised skills to understand and mitigate the risks unique to such technologies. Many universities and training institutions across the world have recognised this need, and are rapidly integrating cyber security-focused programs into their offerings. The United States leads the race with initiatives like the National Initiative for Cybersecurity Education (NICE), which partners with academia and industry to create a skilled workforce equipped to address the complex challenges of an AI-integrated digital economy. In stark contrast, Bangladesh lags far behind in both academic and practical preparation for the novel challenges. Recent cyberattacks in the country, such as the compromise of the Smart NID database affecting over fifty million citizens , highlight systemic vulnerabilities in governance and inadequate technical expertise. Private sector breaches, including the recent data leaks of a leading financial institution in early 2025 , further underscore the risks faced by institutions and individuals. These incidents collectively highlight the broader issue of the country’s lack of skilled cyber security professionals and the need for greater emphasis on formal education in this area. The 2024 (ISC)² Cybersecurity Workforce Study reports a global gap of 4.8 million cyber security professionals . This deficit hinders efforts to secure critical infrastructure and protect sensitive data, particularly in regions where resources are already stretched thin. The skill gap is greater in developing countries like Bangladesh due to the limited educational opportunities available to develop the required talent. Only a handful of educational institutes in Bangladesh have so far started offering dedicated programs in cyber security for aspiring and forward-looking local students. Countries like Estonia and Finland have set strong examples of the transformative impact of such education. Estonia’s (often referred to as “E-stonia” in this context) robust e-governance infrastructure is supported by a population that has been educated in digital literacy and cybersecurity from a young age. Finland, one of the global leaders in cyber security research and deployment, has cultivated a thriving ecosystem by embedding similar topics into its national security and education strategy and leveraging partnerships with industry as well as defence institutions. Singapore, South Korea, and even Saudi Arabia, among others, have also set examples by considerably investing to build capacity in cyber security. Bangladesh must also adopt similar multi-faceted approaches to achieve parallel progress. Integrating cyber security education into school and university curricula is the obvious initial step in addressing these challenges, as early exposure to concepts such as data privacy, ethical hacking, and cyber hygiene help build foundational knowledge and spark interest among the budding minds to pursue specialised careers. Policymakers should therefore prioritise creating more accessible opportunities for cyber security education and training, ensuring that programmes are available in both urban and rural areas. Practical, hands-on training is essential in this field. Using simulated environments, such as cyber ranges, enables students to apply theoretical knowledge to real-world scenarios, preparing them to respond effectively to evolving threats. Establishing dedicated research centers for cyber security and AI can be another steppingstone, as these can facilitate innovation and provide students with opportunities to engage in unique, international-standard projects, and ready them with a problem-solving mentality. A strong cyber security framework, supported by a pool of certified and proficient cyber security experts, is essential for Bangladesh to attract foreign investors’ confidence, foreign direct investment, and thereby to support long-term economic growth. Bangladesh’s recognition in the ITU Global Cybersecurity Index 2024 as a “role model” provided us with a platform to showcase our true potential. We must acknowledge that while the challenges are significant, they are not insurmountable. By adapting the global shift toward AI-driven solutions and developing a detailed strategy for talent development, Bangladesh can position itself as a regional leader in cyber security education and services. This means developing an action plan for education and collaboration so that Bangladesh can establish the foundation for a future where cyber security and cyber-innovation will progress hand in hand.
